I would be interested in this if it could change between amber and white. I sometimes do oversize load escorts and you need flashing amber lights.

Each state defines what colors you can have differently. Red and 'flashing' are the only ones prohibited at the federal level.

Yes colored lights are regulated. White and yellow are allowed facing forward. IDK if I'd risk it with as much attention as the CT gets as it is. One grumpy cop, and... Of course parked (Probably not on a public roadway tho) you can do whatever

Running that on the street is simply irresponsible.
