You are probably right. I thought the Cybertaxi was effectively the pre-build version of FSD and thus the primary ops test.
RT is still on V13, just a higher version than we are on according to Elon.

WholeMars postulated 13.3

While everything you say is true V14 has already been tested and deployed in the field for the Model Y. It would not be unreasonable for it to deploy to the rest of the fleet faster than usual.

we can at least hope so.
No. It hasn't.

V14 is not to any cars, yet, outside of the internal testing that Tesla may do until they provide it to the wider employee group.

What is on Robotaxi at present may not even have a version number, and when it comes to the fleet the same version may be V14. We know that they will be functionally the same since Elon as much as said that.

We know it wasn't V14 when Elon made his announcement. We also know from passengers asking RT safety drivers. (A higher version of 13) It's specialized for Austin as Elon said a few months ago.

When I was typing, I couldn't remember if it was CyberCab or CyberTaxi... LOL. RoboTaxi, it is.

The NN model is different with each vehicle; while v14 may be available for the Model Y, it will be a separate model for the Cybertruck.

They use every ounce of compute and memory available for the models, so they can't waste any of it cramming parameters in for disparate vehicles :)

That doesn’t contradict what I said, nor was I contradicting what you said … but it is now entirely moot since Elon has said it won’t be publicly available until the end of the year.

10 more days, LOL.

Yes, I probably mistook Elon's "by the end of September" to mean I'd have FSD 14 by then but, alas. I'll still put my initial take here when such a time comes. Come October 2nd, I will be joining the "Thank goodness I have all my slats" and "I hope that adhesive holds that light on" crowds. Well, maybe the next day. Depends how long they take.
