Yes, I believe that would be the correct order. You have to have your permanent license plate number to apply. I would imagine once the personalized plate is received, you can apply to make the change to it.

@Crissa is correct. The temp plates are not the same as the permanent plates. I tried that also and it didn’t work. Today I went to AAA and was able to order my personalized plate because the permanent plate number had been issued.
