A Painted Surface Acts as the Ideal Foundation for Vinyl Wrap

https://stickercity.store/can-you-vinyl-wrap-over-bare-metal/
You neglect to mention why the article says that:

Unlike other external body treatments such as paint protection film (PPF), PVC wraps can easily stick on top of bare metal. However, if the surface you are working with is not flawlessly smooth, its small dips, bumps, and scratches can be quite evident against your car wrap.
It has nothing to do with the wrap adhering to the SS.

Novacel has protective films for all kinds of products including stainless steel. They are for protection during manufacturing to keep the steel looking good whole it is getting stamped, bent, laser cut, etc. They even have a product for highly textured products called Olympeaks. These are all for "temporary" use. But I have no doubt that companies like this, or 3M won't have much problem with making a film for the Cybertruck, assuming there isn't already a product that will suffice.

I am certain the sheets of steel will arrive at Tesla with a temporary protective film already applied...
