Not necessarily illegal, I’ve seen many places with ev charging including a Tesla Supercharger that specifically says “anyone can park” with smaller text that explains to only park if there is no parking elsewhere where. I think it has to do with the parking lot owners wanting to have EV charging but not loose Parking capacity.
Okay, it's illegal in my state. And lots of places.



It's always up to the landlord whether to enforce such things.

Looks like a FORD to me! So yes this is becoming a major thing now for ICE Vehicles to park in charging spots now just to piss off the EV people. According to public records in Illinois the biggest complain to parking violations is this at 33% according to Miss EV.

When you guys stop at a gas station for snacks or a drink or restroom, do you ever park at a pump?

One of my first supercharger experiences was at a WAWA near Virginia Beach. 8 EV slots ... 5 occupied by ICE vehicles. Was still a stall open, so descent into confrontation mode was not necessary. Yet another 'embarrassed to be a human' moment.

At WAWAs they aren't restricted to EVs. They say 15 min general parking on them...so it's the company that is encouraging what you saw.

Had a WTF moment at the New Stanton PA Supercharger. Got plugged in, and with thoughts of caffeine dancing in my head noticed an apparent F150 a slot away ... but ok he's plugged in, it's a Lightning.

The thing is, with the port on the drivers side forward of the drivers door, he nosed in but had to use the cable from the next slot over. Something like plugged into 1B but parked in 1C.

I don't think the handicapped stall would have worked for him either as that would have left most of the lightning blocking the driving lane. I think the V4 configs I've seen do a better job. New Stanton still V3.

To be fair, there wasn't a TON of non-charger parking. Though there was some. And the back door would have been more convenient for the non-EV parking. But it wasn't obvious and prob most people there had never been there before.
