Who would chose to not uncover and not plug it in, lol? What would be the point in gettting it in the first place?
Yeah, it's crazy. My guess is that somebody at Tesla decided that an off-road lightbar would look awesome, but did not actually know anything about off-road lights, and was not aware of the potential legal issues.

So Tesla ended up with a glue-on lightbar, instead of one that could be covered or detached. They didn't recognize the potential legal problems with that design until too late, so now Tesla has these ridiculous rules about not touching the tape and not connecting the plug, because the lawyers insisted.

There's probably a reason why no other manufacturer sells vehicles with auxiliary lights as part of the factory configuration, not even on off-road trims like the Raptor or Rubicon or TRX.

Yeah, probably a good guess. I mean, they packaged them with all the Foundation Series but said it will be installed when produced later. I had no idea it would come unoperable from them. It was a bit of a bait-and-switch, though maybe not maliciously on purpose until the lawyers clued them in on the legal ramifications.

Anyway, I understand why they needed to do it this way in the end, and peeling off the black tape and plugging it in was easy, so, it is what it is...
