Well, Tesla has almost a decade more experience than Rivian here.

They said within the next two years. Very ambitious, but they're already approaching planning departments.

But Rivian said in the announcement before end of 2023. Even if that wasn't reported.

I have seen people make a huge deal of their network being only for Rivian, but that is only their fast chargers, their equivalent of the destination chargers will be open to anyone.

At least, that is what I got from their announcement...
